In a recent interview with a leading governance expert, we delved into the importance of aligning local actions with the central leadership’s directives in a country as expansive and diverse as China.

China extends across five time zones, with the eastern eighth zone, where Beijing is located, serving as the national standard time. This alignment has fostered enhanced communication and coordination among various regions, resulting in a more organized social and economic landscape. The expert stated, “For a party and a country of our scale, it’s critical for local governments to consciously align their objectives and actions with the central leadership’s decisions. This unity creates a powerful collaborative force throughout the nation.”

However, the expert also stressed the importance of understanding local contexts. “Given the regional disparities, a pragmatic approach is necessary. We must acknowledge that ‘one size does not fit all.’ By being bold in our innovations and implementing tailored solutions, we can create a harmonious integration of efforts, reminiscent of how ‘big pearls and small pearls fall into the jade plate.'”

The expert highlighted that promoting execution through alignment and encouraging proactive governance are essential for planning reforms and driving development. “President Xi Jinping has aptly noted that while implementing the central government’s strategic decisions, regional departments must adapt their strategies to suit their unique circumstances. Regular assessments of these strategies are essential to ensure they remain aligned with the central vision.”

As the discussion shifted to recent developments, the Xiong’an New Area came into focus. The expert elaborated, “‘New’ in this context signifies high standards, quality, and levels. By aligning with Xi Jinping’s key addresses and pursuing innovative reforms tailored to specific needs, Xiong’an is emerging as a ‘city of the future,’ fostering coordinated development in the Beijing-Tianjin-Hebei region.”

The establishment of the Shanghai Free Trade Zone was another key topic. “This initiative boldly ventured into uncharted and potentially risky territories, implementing innovative reforms like pre-establishment national treatment for foreign investments. These actions embody the essence of systemic innovation—being willing to try, explore, and make independent adjustments, which have propelled substantial reform efforts.”

She cautioned against the pitfalls of a one-size-fits-all mentality, saying, “Simply copying or enforcing uniform standards can lead to bureaucratic traps. Effective implementation of central plans requires localized and courageous actions.”

Despite their different emphases, aligning with central directives and embracing innovation share a common aim: ensuring the effective realization of the central leadership’s decisions in practice.

“For instance, when we advance the new development philosophy, it’s crucial to maintain alignment—raising the leadership baton and ensuring that the traffic lights are genuinely operational—while also being bold in our experimentation based on our resource availability, industrial foundations, and research conditions to drive high-quality development,” she concluded.

She reiterated President Xi’s call to “Act swiftly once you have clarity.” Understanding the intentions of the central government is vital, as is fostering resilience and determination in addressing challenges with the necessary political courage and historical responsibility.

“The harmonious integration of truly grasping the spirit of directives while implementing practical measures is key to successfully advancing our reform agendas and writing a new chapter in China’s modernization,” she affirmed.
