From -laboratory- to -production line-, Xi’an explores the integrated development of intellectual property and industrial economy

On October 9th, during a press conference held by the Xi’an Municipal Government’s Information Office, it was announced that according to the Global Innovation Index report released by the World Intellectual Property Organization, Xi’an ranked 18th globally in 2024, making it the 7th in China. The city’s intellectual property sector is displaying a dynamic trend characterized by broad public participation, significant accumulation, strong momentum, and vigorous development.

Xi’an is actively supporting universities, research institutions, and innovative enterprises in tackling core technologies in critical fields, with a focus on fostering original and leading-edge technological innovation and reserves. The city has established a comprehensive patent navigation mechanism covering the entire industry chain and is developing eight high-value patent cultivation centers in fields such as new materials and新能源汽车 (new energy vehicles), with a particular emphasis on nurturing patent-intensive industries like smart manufacturing and biomedicine.

As of June this year, Xi’an boasted 99,600 valid invention patents, an increase of 19.1% year-on-year, with an invention patent ownership rate of 76.628 per ten thousand people. The city also registered 165,800 copyright works, a year-on-year growth of 31.7%, and had 493,800 valid trademark registrations, up 8.8%. Additionally, ten geographical indication protection products were registered, along with thirteen agricultural products, six geographical indication trademarks, and 58 enterprises approved for the use of specialized logos.

Moreover, Xi’an continues to explore new operational models for patent equity investment, licensing, and transfer. In 2023, a total of 7,872 patent transactions and licenses were granted, with the establishment of the Xi’an Intellectual Property Operation Service Platform, which has published over 6,000 patent achievements and more than 700 technical demand items. Regular technology roadshows and branding supply-demand matching events are being conducted to facilitate the transition of patented technologies from “the lab” to “the production line.”

Feng Chao, Deputy Director of the Xi’an Market Supervision Bureau, stated that the city will focus on key industries, critical points, and areas prone to infringement while intensively cracking down on violations in trademark and patent fields. They are exploring an “Internet + Intellectual Property Protection” model, employing big data, cloud computing, and other information technologies to accurately monitor and intelligently supervise high-risk infringement points in critical areas and stakeholders. A “standardization + intellectual property protection” system will also be established to enhance the standardization level of intellectual property protection.

“Currently, the development of our intellectual property sector is at a crucial stage of accelerating transformation and upgrading. We will leverage the ‘dual demonstration’ efforts of establishing a demonstration city and a demonstration protection zone to deepen policy integration and innovative reforms continuously. We aim to explore new methods, models, and pathways for utilizing intellectual property to support innovation-driven development, injecting more ‘core’ energy into fostering new productive forces in our city,” said Feng Chao.
