On October 22, the Central Commission for Discipline Inspection and the National Supervisory Commission reported that, with the approval of the Central Committee of the Communist Party of China, they have initiated an investigation into Liu Zhiqiang, the former member of the Party Leadership Group and Vice Minister of the Ministry of Justice, regarding serious violations of discipline and law.
Investigators have found that Liu Zhiqiang has lost his ideals and convictions, betrayed his original mission, and demonstrated disloyalty and dishonesty toward the Party. He resisted organizational scrutiny and violated the spirit of the Party’s eight-point regulation by accepting invitations that could compromise the impartial execution of his duties. Furthermore, he deviated from organizational principles by failing to truthfully disclose issues during inquiries and abusing his position to benefit others while receiving financial gains.
Liu’s conduct is marked by a disregard for ethical boundaries, as he illegally accepted gifts, money, and shopping cards. He misused his public authority as a tool for personal gain, engaging in corrupt transactions and leveraging his position to benefit individuals in matters concerning business operation, project contracts, promotion, and other personal interests, while unlawfully receiving large sums of money.
His actions represent serious violations of the Party’s political, organizational, and ethical disciplines, amounting to significant misconduct and suspected bribery offenses. The severity and detrimental impact of his behavior, particularly after the 18th National Congress, warrant stern action. Following discussions at the Central Commission for Discipline Inspection’s Standing Committee meeting and with the approval of the Central Committee, it has been decided to expel Liu Zhiqiang from the Party, revoke his benefits, confiscate his illicit gains, and refer his suspected criminal activities to the prosecution for legal review and indictment, along with the associated assets involved.
