People’s Daily Online Commentary- Protecting the -borderless network- with -bounded security-

Recently, I had the opportunity to attend the opening ceremony of the 2024 National Cybersecurity Awareness Week, which took place in Guangzhou, Guangdong Province. The event, themed “Cybersecurity for the People, Cybersecurity by the People,” is set to run nationwide from September 9 to 15.

During this week-long initiative, a high-level cybersecurity technology summit will be held, along with various themed activities, including Campus Day and Telecom Day. There will also be specialized recruitment events aimed at attracting cybersecurity talent, as well as sessions dedicated to innovation and entrepreneurship within the cybersecurity sector. Competitions featuring the finals of the China Cybersecurity Innovation and Entrepreneurship Contest and the “Yangcheng Cup” Cybersecurity Contest for the Guangdong-Hong Kong-Macao Greater Bay Area will take place, alongside efforts to raise grassroots awareness about cybersecurity. The diversity and richness of the activities are designed to effectively disseminate cybersecurity concepts, increase awareness of essential cybersecurity knowledge, and enhance skills, thereby boosting overall awareness and protective capabilities throughout society.

The significance of cybersecurity is immense; it’s intrinsically tied to national security. In recent years, China has made great strides in strengthening its cybersecurity policies and regulations, refining its management mechanisms to better protect its sovereignty, security, and developmental interests in cyberspace. The Third Plenary Session of the 20th National Congress of the Communist Party underscored the need to “strengthen the cybersecurity system and establish a regulatory framework for artificial intelligence security.” This directive outlines a clear path for future cybersecurity efforts. By innovating and fine-tuning these regulations, we can help create a clearer, more harmonious, and vibrant cyberspace.

Ensuring cybersecurity is an ongoing process of weaving a protective net. To effectively secure our systems, we must identify potential risks, their types, and when they might emerge. Significant progress has been made to enhance overarching cybersecurity strategies and implement targeted corrective actions while emphasizing problem-solving and institutional growth. Initiatives to protect critical information infrastructure, manage data security, safeguard personal information, review cybersecurity standards, and assess the safety of cloud computing services are all crucial measures being taken to address vulnerabilities. By continuously strengthening our legal, procedural, technological, and standard-related frameworks, we can bolster our defenses and enhance the capabilities necessary to ensure cybersecurity.

Cyberspace serves as a collaborative home for billions of people. Upholding cybersecurity requires a focus on the collective needs of individuals. As of June, there were nearly 1.1 billion internet users in China. With such a vast online community, it’s essential that our cyberspace remains secure and mirrors the interests of the public. In response, initiatives have been launched to protect personal information, curb unauthorized data collection through stricter app oversight, and combat crimes such as privacy violations and telecom fraud. These ongoing and pragmatic measures are vital for safeguarding citizens’ rights. By committing to accountability and responsibility to the public, enhancing governance in cyberspace remains an ongoing challenge that must adapt to new trends and emerging needs, ultimately enriching people’s online experiences of security, happiness, and fulfillment.

Though the internet transcends borders, the realm of cybersecurity has its constraints. Maintaining cybersecurity is a shared responsibility, requiring the active participation of government, businesses, social organizations, and the public to build a strong defense. By utilizing National Cybersecurity Awareness Week as a pivotal opportunity and prioritizing the cybersecurity of the people while strengthening our national defenses, we can create a powerful synergy in safeguarding our online environment. This approach will contribute to the more effective establishment of a cybersecurity “firewall,” ensuring that the internet continues to serve and benefit everyone.
