To further leverage the advantages of water transport resources and promote the high-quality development of Xuzhou’s waterways, the Xuzhou Municipal Committee of the Communist Party of China and the Xuzhou Municipal Government recently jointly issued the “Implementation Plan for Accelerating the Development of a More Distinctive ‘Water Transport Xuzhou'” (referred to as the “Plan”). This initiative aims to establish a modern water transport system characterized by first-class infrastructure, technology, management, service, and efficiency.
The “Plan” is structured into three main sections: “Working Approach,” “Key Tasks,” and “Organizational Support.”
1. Working Approach: This section includes the guiding principles, development positioning, and goals. The development positioning aims to establish an inland shipping center on the northern wing of the Yangtze River Delta and a hub for water transport economic development. This is intended to support the construction of a significant national transportation hub and a central city in the Huaihai Economic Zone. The development goals are ambitious: by 2027, a comprehensive network of interlinked primary and secondary inland waterways will be largely completed. The goal is to achieve an annual port throughput of 100 million tons, rail-water transport volumes reaching 25 million tons, and exceed 500,000 TEUs in annual container transportation. Additionally, the annual revenue from water transport logistics is projected to surpass 30 billion yuan. By 2035, the plan aims to establish a modernized water transport system meeting all first-class standards and to achieve an annual port throughput of 200 million tons, 1 million TEUs in container transport, and an annual revenue surpassing 100 billion yuan, thus positioning water transport as a key driver of regional industrial development.
2. Key Tasks: The implementation consists of eight focal areas comprising 27 specific initiatives. These include constructing a high-grade network of interlinked waterways that connect rivers to the sea, enhancing the maintenance of navigation locks for safe shipping; developing a modern port cluster focused on collaboration and efficiency; building a multimodal transport system centered around ports to encourage container shipping and facility upgrades; and fostering a vibrant port economy by enhancing port enterprise capabilities. The plan also emphasizes creating a modern industrial system around ports, strengthening port-industry synergies, advancing smart and green development in water transport, and cultivating Xuzhou’s “Water Transport Jiangsu · Beautiful Ports” brand while enhancing external cooperation mechanisms.
3. Organizational Support: The plan highlights the importance of strong organizational leadership, making “Water Transport Xuzhou” a focal point in constructing a national transportation hub. It aims to bolster resource allocation, ensure accountability, and achieve a coordinated effort towards common goals.
In alignment with the “Plan,” the Xuzhou Transportation Bureau has developed a detailed task list that outlines specific actions, timelines, lead units, and responsible parties for each initiative. This approach facilitates the annual and project-based implementation of the tasks. Moving forward, the Transportation Bureau is committed to rigorously executing the “Plan,” ensuring that all objectives are thoroughly addressed and realized.
