Experts and scholars discuss stimulating new value of data elements

On October 25, 2023, the 2024 Data Elements Development Conference was successfully held in the High-tech Zone of Hangzhou, Zhejiang Province. Focusing on the theme “Unleashing New Value from Data Elements to Accelerate the Formation of New Productive Forces,” the event brought together numerous industry experts to discuss the latest developments in data elements and share their research findings.

The conference was jointly hosted by the China Communication Standards Association and the Management Committee of the Hangzhou National High-Tech Industrial Development Zone, with support from the China Academy of Information and Communications Technology and the Big Data Technical Standards Promotion Committee of the China Communication Standards Association.

During the keynote address titled “Key Issues in Advancing Data Market Development,” Professor Jiang Xiaojuan, President of the China Industrial Economics Society and Professor at the University of Chinese Academy of Social Sciences, highlighted four critical areas that require attention: the production and use of data elements, data trading and circulation, the open development of public data, and cross-border data flow and governance. She offered in-depth insights on encouraging companies to share data, balancing data rights between new and established firms, and the various forms of data trading and circulation, along with the open development of public data.

Professor Zhang Xianghong from Beijing Jiaotong University clarified the meaning, components, and characteristics of the data industry while analyzing its current status, challenges, and future trends. Professor Huang Lihua from Fudan University examined the current state of data market cultivation from the perspectives of data supply and demand, providing preliminary assessments and forecasts regarding data circulation in China.

Academician Shen Changxiang from the Chinese Academy of Engineering emphasized that building a prosperous and secure digital ecosystem would not only enhance the efficient circulation of data elements and market prosperity but also ensure data security and market order.

Industry experts at the conference shared the latest research findings in the field of data elements. He Baohong, Director of the Cloud Computing and Big Data Research Institute at the China Academy of Information and Communications Technology, presented insights from the “Data Elements Blue Paper (2024)” research report. Yan Shu, Deputy Chief Engineer of the same institute, released and interpreted the “Public Data Authorization and Operation Development Insights (2024).”

Additionally, the conference marked the successful unveiling of the “Data Infrastructure Evaluation Center” and the “Data Elements Joint Innovation Center,” a collaborative effort between the China Academy of Information and Communications Technology and the Hangzhou High-Tech Zone.
